Article falls into typical trap of focusing on Intel when discussing Specy and Melty. These are not arch specific, and nor is Intel the industry security police. Since Intel is the dominant player in Servers, PC and Laptops, they are often focused on the most due to their width and breadth, which is OK, but that doesn't mean they should be the only ones talked about, industry wide issue, not an Intel issue.
