Twitter, help me: is the anger at the systematic attempt to rehabilitate the unrepentant Johann Hari predominantly felt amongst journalists, or do people outside the industry feel it too?

A) He did more than edit Wikipedia/pretend quotes had been given to him, he made things up wholesale B) He was forced to give back the Orwell C) No one I know who he attacked has had an apology from him. Dozens of people. All still unhappy.

not any kind of attempt to rehabilitate (though "rehabilitation" is a good thing!), the statements just seemed pretty repentant and wanted to know why they weren't. it's because they minimize even as they apologize, then?

Yes, as I said, I'm in favour of forgiveness, but he's minimised his transgressions here and taken years to show any contrition whatsoever. And it's far worse than he's claimed here.
