A commitment to half is a half measure. Other countries have housed the homeless to actually save money in the long run. It is like giving meaningfully employment to someone who might end up in prison where incarceration costs at least £50,000 per year.

Present way of cutting homeless is starving them. I doubt they will change that as much cheaper method of getting rid of the poor.
