I think you're missing something important here, which is that poor/working-class people, particularly PoC, are more often the recipients of police violence/harassment and this has always been their primary interaction with them, regardless of the current cuts

I wouldn't put it so starkly. Lots of minorities have had bad experiences, lots also believe the police are a public service, and trust/want them to help them feel secure. What the cuts likely do is shifts the balance of those experiences...
