I think you're right. He wants to look 'smart casual'. I hate that phrase.
Starmer's at least 3 stone overweight and properly tailored suits just don't look good when you're carrying that amount of timber. Suits look best on a 6-8 inch drop between chest and waist. His drop is 2-4 inches. Going for a bigger suit hides a multitude of sins in his case.
That makes sense. We've all seen him looking awful in casual attire which reveals, especially his noticeable buxom moobs.
I think a lot of people are happy to get their tailors to take something up a couple of inches (cuff or leg) but would never ask for something more specific (ie getting a saggy trouser leg taken in)
Unless you've lost an awful lot of weight, tailored garments shouldn't be anywhere near that baggy
