Could also be allergies. A neighbour cat of mine has issues with that an overgrooming.

Yes! My cat scratched all the fur off his ears when we first got him because he was allergic to the standard cat food and this meant his skin was itchy. Now he is on expensive food for sensitive bellies and his ears are fully furry again. No more scratching.

Feliway plug in diffusers, one for the room cat normally hangs out in and another in any places that stress the cat out (often the front door). Are there any feuds going on with other cats?

He’s an only cat, goes outside but only fights with one cat who I think may even have moved away. Feliway’s a good shout!

Cats do overgroom due to boredom and stress sometimes. Feliway is great for alleviating stress and making spots for your cat to hide to have 'time out.' For boredom, you could try making toys that allow your cat to puzzle out treats or are interactive.
