I said to someone recently that 'the short 90s' is actually just 1997-2001 (first New Labour government): that's honestly what I think most people/journalists (not very online left intellectuals) are normally referring to when they say 'the 90s'.

I can only talk about how I use the term. For me it designates the fact that both here & in the US a specific configuration of class forces becomes hegemonic, that has various tendential cultural and political effects, but they're never going to be experienced uniformly anywhere.

It's the period after the high moment of the New Right, after he cold war, when it's becoming apparent that the real power in the world is now Wall St + silicon valley, and that their cultural / political preferences are liberal, cosmopolitan, globalist.

In the states the key dates are Clinton getting elected and the formation of the WTO (again, 1994) and the emergence of the 'information super-highway' discourse (again 1994). But I'm not saying anyone else should use this formulation.

FWIW I think Rihannon's OP was actually about what I would call (unoriginally) simply 'the mid 90s' and it is an interesting period. One thing about it's role in popular memory is it was obvious all the way through that the Tories were finished - for almost a whole parliament...
