To be fair, I'm not sure why it is treated as a benefit in kind, and not a tied house (unless it's something to do with where his primary residence is), because on the basis of what the tax code says, I can't see why it would be taxable (for income tax, anyway, not council tax)
Mind you, Gordon Brown at one point said that his use of the flat wasn't free "because he paid council tax on it", which to my mind suggests it was treated as tied housing, and the source has confused the two things. (I'd put much more reliance on GB's understanding of it, tbh).
