What I would say is very "normal country" about the tank is it's apparently only there as a result of a drawn out planning permission disagreement between that property owner and the council where he only got approval for a (water) "tank" so went and got this huge fucker in place

The council never confirmed or commented on the tank claim, it just came from him. I like how he just did these things to attract attention/provoke legal action and they just ignored him.
