      it shifts the emphasis to blaming foreigners rather than the failure, the near collapse of the domestic administrative response. 'Holding China to account' is politics speak for ' blaming foreigners' - the context being historical U.S. racism towards Asians ('yellow peril)

      Trump is already blaming the chinese, which most agree is a racist strategy. Saying 'blame the chinese, just do it better' has obvious racist overtones in a country that has long been sinophobic.

      I never said it is always racist to criticise the Chinese state, I'm sure I have even done it myself, but it certainly *may* be racist to use foreigners as an easy scapegoat for domestic crisis.
