Generally I run (and walk) on paths that are about 2m wide. When I pass another person we both move to the edge of the path so we can pass safely. It involves cooperation on both sides and mostly it works well. I don't think criticising just one group of path users is helpful.

at sea, whoever is in the boat that’s the hardest to turn has the right of way, and it should be the same in parks – i don’t think runners are all evil but i do think that a lot of people running wrongly assume that everyone else is as mobile as them
