I wouldn't say meaningless - it's definitely not an accurate number for cases, but I don't see why it would have different growth rates or peak at a different time to the true number.
(this is one of the big things in the mathematical trick box - a lot of things cancel out when you take differences or growth rates, as long as the error isn't growing at a different rate from the underlying true number)
