Generally if you're very ill you wouldn't be driving anyway and it's the visitors you have that will carry the burden of parking charges. They don't fall into the very narrow "some users" criteria either.

It’s not subsidising one over the other, the car driver still has all the costs associated with having a car and driving it however far to the hospital. They are simply not being charged extremely premium rates for parking.

I’d like to see public transport free for people having treatment, but seeing free parking as a treat is bizarre - people are at most going to be relieved, not ecstatic about the end of charges
