There are two approaches to confronting this kind of suggestion 1- that sounds high but I don't know much about this area, I'll look into it further 2- that sounds high, I'll ridicule it on the basis of my existing knowledge 2 is not - can *never* be - doing your absolute best

Also Canada has a lot more rocky/mountainous terrain and difficult soil than in the UK and much of the country is above the tree line. So if they can do it, we can certainly do 2 billion over 20 years.
