I would thought that requiring consent from the Assembly would be the surest way of making sure something never happens, so their loss
Only sense I can make of it is that Stormont has an important role in the Peace Process so maybe I think would violate neutrality in some way? I dunno, I’m not a lawyer
Likely just because the Northern Irish Assembly has been suspended since 2017 so there is currently no government there to give consent.
That still gives a weird constitutional reading - that Wales and Scotland ought to be consulted but not NI
Maybe because Scotland and Wales rejected the deal, but NI didn't due to lack of government?
