Respectfully stories like this are common councils wrongly consider 17 year old to be “nearly adults” and treat them as such. Legally they are children until they are 18.

They shouldn't be treating adults like this either. I don't know how anyone at Cornwall Council can sleep at night, but I'm pretty sure it's not in a sodding tent.

Sadly not surprising. The most vulnerable (mentally ill & addicted) kids & youth are at most risk in the UK and for them there is the least amount of support. A massive erosion in funding is often justified in moralistic terms (he deals drugs so he is not entitled to housing).
