In England, a lot of responsibility for welfare reforms is shunted onto local Councils who try to pick up the pieces... so someone at the council might be knowledgeable and willing.

@DawnHFoster, we've lots of social security research, incl UC & NI & starting some empirical work on UC in NI. Happy to share but your best bet is@LawCentreNI. They give frontline advice to claimants , advise vol sector advisers on legal issues & train org.s across NI on UC.
