Unlike here, Germany had a vibrant communist scene in the 20's. They almost pulled off a revolution shortly after WWI and they kept an effective network of community organizations and street gangs until the Nazis took them down (the 1st purpose of concentration camps in fact).
During Weimar Nazi gangs would provoke street fights and then play victim like an Italian soccer team. It worked well with local police, who generally loathed the reds. Once they co-opted the police and judges, it turned into a shooting gallery.
It's starting to happen up here too David. The premier of Alberta has formed a secret department to gather evidence on organizations, journalists etc that fund or criticize his policy on the gas & oil industries. Taking names and writing them down.
