Obama let Otto get taken and abused. Trump got him back and the family said they’re grateful for that.

The Obama administration worked hard to try to get Otto released through diplomatic channels with other countries. Kim saw that Otto could be a useful pawn, and kept him. When Trump became POTUS, he returned his broken body barely alive.
