Top-two is a good reform that limits the influence of the extremes in elections. More states should use that process. Parties have to adjust their messaging and tactics to avoid being locked out as in a those California districts.

truth be told, it may actually encourage moderation. If Rohrabacher faces Baugh in general, better chances he loses than in primary. And the leading R candidates in those swing seats are moderate, diverse, et al. Would be pragmatic members, in all likelihood.

If you are a candidate running in a closed primary, you work to appeal only to the partisan extremes who vote. To win in top-two, candidates must appeal to much more ideologically diverse electorate.

I’ll look, maybe so - but am pretty confident in saying CA has never been this Lefty, so I’m not sure what the practical impact has been.
