rules never apply to reporters and any attempt to apply rules to reporters will be met with overreaction. It is possible that some reporters are more arrogant than politicians.

This is sometimes the case, especially on the campaign trail. It's often not the case in D.C. where everything is standardized in terms of how and where things are covered.
