Oh, I do. Several members of my family believe Hillary Clinton is legitimately evil. You can hate her policies, & believe she's done corrupt things - that's reasonable (although I disagree). But they believe she's an evil murderer, child trafficker, etc. That's propaganda.

And a lot of their friends and neighbors believe the same thing. And they live in a swing state.

On what exactly are you basing this belief? A gut feeling? Simply ask how many votes separated the candidates? Do advertisements work as methods of influence? How many people were exposed to Russian ads? I don’t get how anyone can believe ‘no impact’ given those premises.
