Article is incorrect. Since Romney did get over 40% of the vote, the delegates DID "endorse" his candidacy. They just "endorsed" two candidates since neither one got over 60% Romney still would have gone to primary signatures or no signatures.

No he didn't "lose" he would have lost if he had got less than 40% (not enough delegates to qualify for primary without ballot signatures). But the delegates did not give either one of them their sole endorsement (that requires 60%). So both candidates were "endorsed".

Only problem I have is "declined to endorse" They did endorse him as a candidate, just not the sole candidate. less than 40% would be "declined to endorse"
