Article is incorrect. Since Romney did get over 40% of the vote, the delegates DID "endorse" his candidacy. They just "endorsed" two candidates since neither one got over 60% Romney still would have gone to primary signatures or no signatures.

How to describe a loss in the nominating contest, since it wouldn't be fair to say he lost the nomination? Did my best.

No he didn't "lose" he would have lost if he had got less than 40% (not enough delegates to qualify for primary without ballot signatures). But the delegates did not give either one of them their sole endorsement (that requires 60%). So both candidates were "endorsed".

Only problem I have is "declined to endorse" They did endorse him as a candidate, just not the sole candidate. less than 40% would be "declined to endorse"

That he was able to roll in there with 46% of the delegates backing him outright (Which would have gotten him on the ballot without signatures) is a pretty solid showing considering the convention makeup
