The only things they tested were 1: They could build a nuclear weapon that would work in a fixed, static test. 2: They could launch a missile that in theory would have enough range to reach the continental US.

They did NOT test: 1. That they could put the missile in a desired spot with any accuracy. 2. That the re-entry vehicle would be sufficient for the nuclear warhead and its associated electronics to survive 3. That the nuclear warhead would survive even the g-forces of launch

All they have is a static test bomb and a rocket. They have not demonstrated that they can build a ballistic weapons system. It is doubtful they can since they have not even put a satellite into a pre-announced controlled orbit. Their 2 attempts at that have failed.

They can throw a rocket into the general direction of the US, where it lands would be anyone's guess as would be if the warhead would even operate.
