Congress won't staff Trump's govt, didn't repeal Ocare, didn't build wall, didn't pass infrastructure, watered down Trump's tax cut,, passed a budget that funds every item on the Dem wish list, etc. If GOP turnout is depressed, maybe that has something to do with it

That's one case. There's also the case where POTUS has been slow to hire. My point is both have been negligent. Not that Congress is great & POTUS is bad. Both have been negligent.

In the last 10-20 years or so, it is normal but I wasn't making that point or excusing it. It shouldn't happen.
