      Immigration reform, overhaul, enhancement, - call it what you will - is about as third rail as it gets these days. If you want to move it, you begin in January of the OFF YEAR.

      Immigration 'reform' ie. an end to third world immigration is the only thing that matters. It's the thing that the electorate of the United States wants. It's only 'third rail' in Congress, where lawmakers don't have a clue. Why do you think Trump won??

      The country is divided & not monolithic on this issue. It is why Trump won the GOP nomination & helped him win the general but only narrowly.

      Trump defeated 17 candidates. He had no political experience. His personal life is not as (phony) clean as most other GOP nominees. On social issues, he had historically not been with the GOP base. Yet he won. The country ain't that divided on the issue.

      The percent of people who think the importation of Somali Muslims is an acceptable thing is probably like 5%-10%. The percent of people who think we should be taking in 1m people in annual legal immigration is probably 20% or less. The American people largely agree on this

          My point is that outside of the Beltway Elites, the country largely agrees on immigration policy. The Dems and GOPe are not close to the electorate on this issue (and on trade too)

          And my point is that outside of the Beltway the country is divided. Depends on where you go, what states, what House districts, etc. Notice, I didn't way one was more supported than the other, I just said 'divided.' There's a difference.
