To be fair, Presidents as far back as Carter got it wrong on steel tariffs. They very nearly killed the steel industry back in the 1980’s, with VRAs. China’s steel dumping is not new.

From 1970-2000 we had more or less 17m manufacturing workers. Yet suddenly, in 2000, RIGHT WHEN CHINA JOINED THE WTO, this number started sinking to a low of 11.5m in 2010. This was a policy choice that huge social reprecussions for the country. Only Trump and Navarro get it.

The reason the free market arguments on tariffs fall flat with a lot of the base is because people still remember TARP etc. The big donors (and the people they pay to sell their ideas) weren't talking about the free market then. They were begging for other people's money.
