It’s the most commonly used word in govt to discuss spending. IE “Appropriations Committee”

Well... yes! But in the body of legislation? Maybe I’m just being dense. Could be. Likely, in fact. I dunno. For some reason it just struck me like “We’re gonna APPROPRIATE this $$ designated for a bridge for migrating turtles and build a border wall instead.”
