David: you use "the 2018 cycle" language in your 1st graf, but use "in 2014" and "in 2016" in your 2nd graf. I understand Dan's clarification but the story is still unclear on this point.

I think it's pretty clear because I write what 2018 could look like based on the past. But I can see how it might confuse some. I'll update the story in a bit to add word "cycle" for each of those years.

Cycle or year, it's still a lot of money. Would love to see, for context, how much Dan's budget squares up against what VSOs are spending on VA reform, let alone progressive mil/vets groups (who likely have much less money than CVA).
