Question is whether it results in net gain of U.S. jobs and U.S. market share ... re-arranging the deck chairs (gain jobs here, subtract jobs there) doesn't seem to be what Trump intends.

I generally do not favor tariffs and favor allowing the lowest cost producer to get the business. I make an exception, however, in cases where a government highly subsidizes a manufacturer allowing them to sell below cost of manufacturing.

Chinese good also often get free shipping to the US from subsidized Chinese shipping lines. Another unfair noncompetitive advantage.
