They're boxed in. The base wants full repeal, which is unpopular w/ overall voters b/c it = loss of patient protections & Medicaid cuts.

That said, I think any talk of a repeal being dead is premature due to GOP's fear of the base staying home in 2018 or primarying incumbents.
