      In fact, good argument that terms limits on chairmen for A-Committees has diminished Leg Branch power significantly.

      there were real reasons for limiting power of chairs, but it’s gone too far in the other direction imho.

      The reason is, people who weren't chairmen were annoyed that they didn't get to be chairmen.
