I wonder if any pres or gov has ever said to staff: If you think you're doing me a solid but can't tell me about it, then don't do it.

@DavidMDrucker that makes the most sense. Especially, as@freddoso pointed out, CC actually won in Ft Lee, so it seems to be more internal.
