For what its worth, i wouldn't put it past a governor -- of any party, finding someone of the opposite party to fulfill statutory obligation, but who would act essentially as the party of the governor

Right -- should have been more clear regarding fufilling statutory obligation. A Dem Governor could appoint a "Republican" who would function as a Democrat -- or vice versa. (Or have someone change parties!)

I mean, if Ducey loses, it would be perfectly consistent with AZ law for literally any Democrat to change their party registration to R, get appointed, and then immediately caucus with Democrats.
