I think you're wrong to assume that only a small minority of Democratic voters oppose this. 1) It's a huge deal w/ the Democratic base. 2) In the biggest blue states, it's also an issue that resonates.

Got it. I still think my answer explains it. There are simply not enough Republican votes to get it done. So I don't think it's fair to say that Rs aren't delivering on this by choice per se, altho you could ding them I suppose for not making it a bigger priority.
