The first thing is is to not lie about how badly off the program is. It's not going bankrupt, again, it's very minor tweaks to fix it. There is so much dishonesty & propaganda around it by people who hate that it exists. Again, how many people know there is a cap?

Any changes are viewed suspiciously by voters and opposed by elected policy makers for fear of losing.
