Ideally, all rule changes, norm changes, and court expansions should be delayed until after intervening election, but we're far from an ideal point.

I’d agree with this if Rs in 13 were doing what Ds did under W, trying to block the most ideological handful. But Rs were blockading them all. “But they did it first!” isn’t valid here in my view.
