The WH seems to be working with Dem Senators on noms in at least some all-Dem senate delegation states (IL, HI). My guess is after Feinstein gets through her primary in a few weeks, she will cut a deal with the WH along the lines

My guess (and I could be wrong) is that while Harris might vote against some of the noms, she won't withhold blue slips out of deference to Feinstein.

If Feinstein cuts a deal but Harris doesn't, I'd still expect to see the nominees move forward (a la Brennan, as @SheldonGilbert notes, plus Stras, back when @alfranken was a senator and withheld his blue slip).
