Pretty much! Some judges really like the clean look of no body citations, but many others prefer the status quo.

I feel like the judges r confusing footnotes w/endnotes. Endnotes u have 2 hunt 4, footnotes same page

But endnotes aren't widely used in legal filings. I think the issue is going back & forth to bottom of page.
