In 2004, during the threat of resignations (from Comey, Mueller, others) to block renewal of the surveillance, Ed Whelan sent a message Kavanaugh so he could loop in the White House on the brewing scandal...

[er situation not scandal, bad word choice]. Whelan (deputy to OLC head Jack Goldsmith, under whom Yoo worked) claimed to know nothing of the reason for the resignation threats, but we only have his word on it. Odd to know about the threat and not the reason.

And if he did in fact know, it would be a critical piece of information to pass on to Kavanaugh. Kavanaugh passed this info on to Card, who did not immediately pass it on to Bush, which also seems odd.
