How much weight, if any, can Judge Ellis give to his previously expressed belief that the only reason Manafort was prosecuted was to pressure him to flip on Trump?

Officially, none. There are no adjustments in the guidelines for "this was a selective prosecution." That's also not, to my reading, a statutory sentencing consideration under 18 U.S.C. 3553(b). But Ellis can take it into account unofficially several ways, if he really wants to.
