2/ Jeff Flake has been protesting Trump's trade policy, and has refused to vote for any judicial nominees in committee. Because R's have 1-vote majority on the committee, Grassley has been holding all the nominees until he's sure Flake will vote yes.

Ah, got it; thanks! It sounds like Flake has backed down on this (since he got his (face-saving) vote on tariffs).
