They weren’t going to generate (and didn’t generate, even Citizens United) the volcanic political eruption that overruling Roe would. And why overrule when you can just uphold more regs at the margins?

The answer to "why overrule?" is that it's reasonably likely some state will see the retirement and straight-up outlaw abortion. The Court might be able to avoid the issue, but it would be hard.

Quite possible - but the Texas / Whole Woman approach is more savvy (don’t outlaw, just regulate to the dickens).

Savvier, sure. But Iowa just passed a fetal heartbeat law, essentially outlawing abortion at 7-8 weeks gestation (I believe). We've got 50 states, and I doubt all of them will prioritize being savvy. https://www.legis.iowa.gov/docs/publications/LGE/87/SF359.pdf …
