#1 is the way the vast vast vast majority of auto aquired citizenship happens. #2 didnt even exist until 2001 and is nice but rare. So, yes children of US service members born abroad will still be citizens (if meet the largely unchanged requirements of INA 301).

No your kids/neices/godchildren, whatever born 20 years ago aren't going to lose citizenship at the end of October. Why this memo was produced is unclear, but it was poorly drafted (suprise), but that doesnt mean its a cabal.

Btw: If you want to get furious about something here are a few actual things that suck about immigration for military families. 1. Service doesnt guarentee citizenship (not even wartime deployed citizenship) 2. There are no exceptions to the strict INA for military families.

3. You cannot join the military unless you already are an LPR, even if you have lawful status in the US for years. 4. There are immigrants serving now who are not citizens and changes have made it inceasingly hard to natualize. So it aint all roses.

Children of US citizens born abroad who have a Certificate of Citizenship have been considered to be "natural born" citizens and eligible to serve as president per the constitution (think Ted Cruz). The question is this will still be the case if they have to be naturalized.

Children of citizens born broad who aquire citizenship at birth do so irresepctive of whether they have a certificate which says so. This memo removes some ability to after aquire and reccomends using the natz process which is cumbersome but rarely required.
