It pains me to agree with @JohnSungKim but I live in SF and have first hand experience. The process to get an officer to come and file report after a break in is an obvious deterrent to victims of crime.

Since I posted this my entire apartment building's mailbox was broken into again. None of my neighbors are calling the police because they feel it will be pointless. I live in the Marina.
