I've lived here for 32 years, and I've never had my car burgled, been assaulted twice (once by the police), never stepped on a needle, and never stepped on feces. And I live in the Haight. Soooooooo - yeah. Maybe if you paid more attention to your environment than your biases ...

Better than 5 years ago: absolutely - the crime stats are unequivocal. Better than 1 year ago: most of us are vaccinated now, so I'm going to with yes on that also. The biggest problem is that real estate is too expensive (which shows that the crime hysteria is nonsense).
