Putin is making a massive logical fallacy. US influence is in decline, sure, but he's acting like the trend that currently exists is destined to go on forever. The simple fact is that the US is so powerful as an economic, strategic, cultural, military, and tech force...

that the mere existence of a decline doesn't mean that the US doesn't have enormous influence that will enable it to quickly turn around a decline under the right leadership. And the right leadership will have Russia squarely in its crosshairs.
