If any two USB-C "supporting" devices are connected together, the probability that one or both of them will be bricked tends towards 1, as time goes on. Sounds like it's impossible to implement the spec 100% correctly.

Also to see if any USB-PD messages are being delivered, you may be able to tail /sys/kernel/debug/tcpm/* if you are running Linux.

When I plug it back into the monitor, the monitor's USB hub functionality works, but the laptop does not see any actual displays attached.

Hmm! That's a really interesting case. So your laptop was supposedly just providing video out, not power? Does dmesg give any hints when you plug in another type-c device to that port?

yes. The monitor is also capable of delivering power to the laptop, but not quite enough, so the laptop was also powered via a (non-usb) power adapter dmesg is silent.
