But there's legal risk, equipment & connectivity costs, ongoing education, etc that are completely the responsibility of the gig economy worker *without whom the company would make $0 revenue*. It's actually a rollback of hard-won labor laws meant to prevent exactly this scenario

I agree that bounties paid directly by companies without the bounty platforms can fall into the two scenarios you described, but the bug bounty platform companies that completely depend on the work of the gig econ bug hunters for their entire biz model is the labor law rollback.
